I need to create a report (using a style based on memoir) with front and back covers that - together - display a panoramic image. Imagine the (bound) report lying down face down (text down, cover up) like the book in the image. The back cover should display the left half of the panoramic image, and the front should display the right half.

My report cover will not have a spine or flaps, so creating the cover as one piece of paper (like so) makes no sense to me.
The challenges
The panoramic image is a vector PDF with a lot of overflow to the left and right; the information of interest is not at the horizontal center.
the image is very detailed; so including it twice completely (with half of the image outside the A4 page's scope) seems like a bad idea to me. How do I reliably cut a vector image PDF in half, without keeping too much invisible informa
how can I include it as a background image on the first and last page?
When it comes to printing, how can I create & manage a version that a professional printer can print, after which excess paper can be cut off, to make the printed sheet match A4 size? I want the image to reach the absolute edge of the page.
I hope these questions are not too vague, and that it is allowed to post a bundle of questions together.
